1 · Reason for inquiry

The district office received notice of a school drawing in which a horse appeared in successive bodily positions across the same field. The referral described the animal as running rather than standing in several unrelated poses. Because the representation may indicate familiarity with image sequence, the matter was assigned for household-source review.

The referral does not state that a moving-image receiver was seen, heard or possessed at the Dallow address. It does not identify a licensed room, projection, foreign transmission or person who supplied image material. The drawing is the reason for inquiry and is not, by itself, a finding of unlawful reception.

2 · Premises and lawful apparatus

3 · Material observed

A green drawing book was produced within the home. One page showed a horse represented across successive positions. The page was not marked with a broadcast source, public-room code, date of exhibition or operator name. Other drawings in the book appeared imaginative and domestic in subject.

The child described the horse as running. He was not asked to sign a statement. No conclusion was entered concerning whether the sequence came from observation, memory, instruction or imagination.

4 · Household statements

Ellen Dallow stated that the drawing belonged to her son and was made by him. She did not identify an unlawful receiver or private exhibition. She objected to treating the child’s imagination as proof of a machine within the home.

Arthur Dallow stated that the household possessed certified radio only. He did not consent to any permanent characterization of the drawing as contraband or to delivery of the child’s book through his employer.

Peter Dallow identified the animal as a horse and said it was running. No formal interview was conducted. Questions were limited in the presence of his parents.

5 · Inspection limits

The visit established the condition of the visible certified sound receiver and permitted ordinary observation of the room in which it stood. Cabinets, private papers, sleeping rooms and building service spaces were not opened under independent authority. No wall, floor or radio cabinet was disturbed. No technical sweep was performed.

Accordingly, “none observed” shall not be rewritten as “none exists,” and “sequence represented” shall not be rewritten as “sequence received.” Any later summary must preserve those distinctions.

6 · Handling and custody of drawing book

The drawing book was examined in the presence of the household. A descriptive worksheet was prepared. The household did not surrender permanent custody of the book. Any later request for delivery, copying or comparison must identify its authority, destination and return terms.

The district shall not route the original through a school, employer or property agent as a substitute for a direct household request. A carbon of this report may be sent to Card Index for relation search. The child’s name shall remain inside the household file unless a lawful relation requires otherwise.

7 · Required comparisons

1. Compare the Dallow address with certified-sound seal irregularities and repair tags received during the preceding twelve months.
2. Compare the represented horse sequence with licensed school, theatre and civic-room programs reasonably accessible to the household.
3. Determine whether any public-room operator reported an interrupted reel, unscheduled sequence or copied still involving a running horse.
4. Review building aerial and repair records only through the responsible property or licensing office.
5. Do not infer a foreign signal, concealed receiver or adult instruction unless a separate source supports that relation.

9 · Disposition

Household file 63-031 remains open for bounded comparison. No charge, seizure recommendation or suspension of certified sound service is entered. The drawing book remains with the Dallow family subject to any later request made directly and in writing.

Review status shall be changed only by a dated entry identifying the source relation that supports closure, correction or escalation. Absence of a matching repair tag shall favour closure. A later administrative request shall not be described as a continuation of consent given for this visit.
